Perform tasks relating to the maintenance of the general support function of the office, including managing hardware inventory, tracking software licenses and monitoring inventory levels of IT-provided supplies and parts

Qualification

BACKGROUND

An upsurge of armed clashes that erupted in August 2017 between the Congolese security forces – Forces Armées de la Républic Démocratique du Congo (FARDC) and local militia groups in towns of Pweto, Manono, Mitwaba (Haut Katanga Province) lead to an exodus of refugees into neighboring countries including Zambia. Most people, including women and children who have fled into northern Zambia, have come through the Chiengi border. Those refugee and asylum seekers are currently settled in a temporary transit site in Nchelenge district. The displacement has significantly affected the fleeing populations’ ability to engage in any meaningful livelihoods. Further it has also affected the health and nutrition condition of the fleeing asylum seekers as access to basic services has extremely been hampered.

WFP launched a response emergency operation (IR-EMOP) in the northern part of Zambia (Luapula Pronvince), to address urgent food security and nutrition needs of refugees who are hosted at Kenani Transit Center, but currently being moved to Mantapala Refugee Settlement; both located in Nchelenge District.

JOB PURPOSE

To support WFP’s emergency response to the Refugees from DRC by providing effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

STANDARD MINIMUM QUALIFICATIONS

Education: First University degree in Development Studies, Social Science or Project Management.
Language: Fluency in both oral and written communication in the English language.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
  • Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  • Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  • Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  • Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  • Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
  • Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
  • Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  • Coordinate WFP activities at Nchelenge and Mantapala Refugee Transit/Settlement Centers in the absence of the Programme Policy Officer.
  • Perform other related duties as required.

JOB PURPOSE

The World Food Programme (WFP) supports the Zambian government through the Ministry of General Education to implement the Home Grown School Meals (HGSM) Programme. The standard school meal is comprised of maize, cowpeas or beans, and oil fortified with vitamins A and D. The food basket for the HGSM, except for the vegetable oil, is all procured locally. However, diverse nutritious diets are not frequently prioritized at the household level as there are low levels of knowledge about the importance of consuming nutritious foods and what constitutes a nutritious diet. In order to overcome this challenge, therefore, WFP collaborating with The Ministry of General Education piloted model school gardens an intervention to improve knowledge and application of good nutrition practices among targeted schoolchildren and communities.

To be able to track progress against the set programme objectives, a Knowledge, Attitudes and Practices (KAP) survey is proposed to be undertaken in both Mumbwa and Petauke districts. All the communities surrounding the schools where the pupils come from will also be covered by the project for agricultural and nutrition interventions using the school gardens as the learning centre.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Assess the level of nutrition knowledge among learners, school teachers and Parent Teachers Associations (PTAs).
  2. Determine the existence, utilization and adequacy of nutrition materials in schools.
  3. To determine nutrition knowledge, attitudes, and practices among community members (parents and guardians of the schoolchildren).
  4. Identify barriers to practice recommended agriculture and nutrition behaviors, diverse crop production and utilization.
  5. Obtain an in-depth understanding of the SHN club activities and determine their functionality.
  6. In line with commitments to gender equality and women’s empowerment, the assessment will identify specific gender issues with regard to the knowledge, attitudes and practices in nutrition among men, women, boys and girls in the targeted communities and schools and make recommendations to address the gaps.
  7. Ascertain the level of ownership by the government through interviews with the DEBS as the first line of defense and support to the schools.
  8. Ascertain the feasibility of mainstreaming nutrition in the current curriculum and teaching materials, and also identify appropriate levels- teacher training (TT) and primary school level or TT alone or classroom level? Alongside this, identify required actions to enable mainstreaming.

METHODOLOGY

The consultant will be expected to present detailed methodologies and appropriate tools and budget for the intended assessment. The number of enumerators and the associated costs should be included. The following should be taken into account:

  1. The methodology should clearly discuss representative sampling techniques, standard questionnaires, appropriate data collection tools and procedure, statistical package for data processing and analysis.
  2. Focus group discussions will be conducted with the School Health and Nutrition (SHN) Clubs to get in depth understanding of the activities of the SHN and determine their functionality.
  3. The collected data should be a representative sample of the population where conclusions can be drawn at 95% confidence interval.
  4. Data collection tools should consist of specific Measurable, Achievable, Reliable, and Time-bound (SMART) indicators.
  5. Fieldwork should include both primary and secondary data from various sources. Secondary data sources should be clearly cited.
  6. The assessment to be conducted within the given time frame.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  1. The person should have a minimum demonstrable experience of undertaking desk reviews, as well as rapid assessments and/or evaluations.
  2. The consultant should have a significant experience of collecting and analyzing quantitative data from small-scale sample surveys.

1.0 PURPOSE OF THE JOB

Agriculture Technology Specialist

I. Program Description:

The Bill and Melinda Gates Foundation have funded a three-year project which will provide technical support to two Agriculture Technology Demonstration Centres (ATDC) in Mozambique and Zambia. The goal of the project is to improve the effectiveness of the Chinese funded ATDC’s as technology and innovation hubs, making them key contributors to country led, inclusive agricultural transformation.

The project includes two core components; the first will support the ATDC leadership and staff to build their management capacity and strengthen organizational functions and the second component will enhance the ATDC’s capacity to identify, demonstrate, and pilot transformative technologies in key value chains. In Zambia, the focus will be on the indigenous poultry (free range or village chicken) value chain which was selected after a study was conducted on behalf of the ATDC. The project involves significant stakeholder engagement of value chain actors including the private sector, NGOs and Government ministries and institutions with the University of Zambia (UNZA) playing a significant role as the primary partner.

II. Position Description:

The Agriculture Technology Specialist is a three-year project funded position. The position will be housed at the ATDC with the first year’s employment through TechnoServe. To align with the goal of ensuring sustainability of the centre, the subsequent years of employment will be through University of Zambia with the vision of continuing beyond the life of the project.

The Agriculture Technology Specialist will be responsible for the introduction of the four-step ATDC Technology Transfer Model for the Agricultural Technology Demonstration Centre program in Zambia.

The Agriculture Technology Specialist’s role is:

  • To identify, test, and evaluate improved technologies and models;
  • To support the ATDCs to engage with local research institutes, private sector companies, and NGO projects to identify, test, and evaluate existing technology solutions which might be a good fit with SHF needs;
  • To develop and disseminate training-of-trainers (TOTs) programs and materials on selected technologies;
  • To support capacitation of ATDC to implement ATDC Technology Transfer Model (TTM) process, including the development of various frameworks and tools;
  • To engage in dissemination of results from the TTM to relevant stakeholders; and
  • To support development of communications regarding results of technology demonstrations and broader ATDC communication needs.

Specific core responsibilities include:

  • Be part of the design of the Industry Strategic Plan (ISP) for indigenous poultry and manage its implementation;
  • Identify relevant technologies to demonstrate and pilot for the indigenous poultry sector;
  • Conduct and manage the smallholder farmer needs assessment; develop data-sets and facilitate the poultry assessment on behalf of ATDC;
  • Develop training materials and participate in the training of farmers taking part in the Project;
  • Monitor and evaluate the success of demonstration plots and assist to determine the technologies which will be piloted;
  • Monitor and evaluate the success of the poultry pilot which will contribute to the strategy to scale-up implementation;
  • Assist the Program Manager in the implementation of program strategy and activities in accordance with overall programmatic practices (donor relations, communications and visibility, special projects, reporting); and
  • Assist in the effective monitoring and evaluation of program activities including monitoring farmer demonstration and pilot plots.

III. Skills & Experience

Qualifications & experience

  • Zambian citizen or right to work in Zambia;
  • Degree in agricultural science with a specification in animal husbandry or related discipline, Masters preferred;
  • 5 years of experience working in the agriculture sector, preferably in the private sector
  • Proven experience working in the poultry value chain with knowledge in poultry production and preferably directly with indigenous (free range) poultry;
  • Strong knowledge of general agribusiness in Zambia and working with small-holder farmers (SHFs);
  • Strategy development and implementation, and development of strategic partnerships is an added advantage; and
  • Previous experience working in a multi-cultural environment; knowledge of Chinese culture / language is an added advantage.

Country Head – Retail Banking

Job Objectives

  • To establish and maintain positive customer relationships, plan and deliver an effective retail marketing strategy and monitor the progress of new and existing products; as well as provide operational management support on a day-to-day basis.

Key Duties & Responsibilities;

  • Directly supervise the activities of Business Managers to ensure optimal achievement of set targets
  • Contribute to the preparation of annual marketing plans and strategies for liability generation to enable Business Managers achieve targeted growth objectives.
  • Recommend the creation of risk assets to increase business office profitability
  • Contribute to the effective launching of new products to ensure favourable market response and optimum build-up of revenue
  • Monitor and assign targets to Business Managers to ensure effective focus on target achievement
  • Maintain and acquire customer relationships to improve deposit liability growth and mix.
  • Relationship Management of High Net Worth Customers
  • Network with all potential clients in all relevant categories
  • Identifying and developing conglomerates banking relationships
  • Ensuring proper documentation throughput, the credit application and availment process.
  • Sourcing for and monitoring of customer’s tenured investment / facilities.
  • Respond promptly and satisfactorily to customer’s daily request and complaints.
  • Prepare weekly and monthly statistics/performance reports for management use.
  • Monitoring of the customer’s main account regularly
  • Reconciling all transactions on customer’s accounts where and when necessary.
  • Assist with the processing of customer’s letters of credit and invisible transactions.
  • Initiate and carry out recovery action on non-performing credits facilities
  • Maintain comprehensive database of the customers’ operational records including the existing and prospective customer data

Minimum Education Qualifications

  • Minimum of a first degree in a business related field from a recognized University with at least a Credit or better.
  • Grade Twelve Certificate with at least Five (05) Credits of better, including Mathematics and English.

Previous Work Experience Requirements

  • Must have at least 7 years working experience in the banking industry.
