Overview:

American Institutes for Research (AIR) is hiring an Operations Administrative Assistant for a local position in its Lusaka, Zambia office. AIR is one of the leading social science research organizations in the world, using rigorous research and evaluation to enhance health, education and social development in Zambia. It conducts impact evaluations on a wide range of topics including cash transfer programs, early childhood nutrition programs, education interventions, health product distribution programs, and agricultural interventions. We partner with locally based researchers to provide context relevant policy analysis and to help build the research capacity in developing countries. The Zambia office is a new but rapidly growing office which serves as a local branch for all of AIR work in Zambia and Africa region.

Responsibilities:

  • Establish and oversee all financial management procedures of the AIR Zambia office
  • Collaborate on the preparation of budget projections and monitoring use of all project funds expended in the field, tracking expenditures by task and budget lines
  • Reconcile balances between checkbooks and accounting database monthly
  • Maintain accountability of all financial issues for the Zambia AIR office
  • Oversee the preparation of the financial reporting, reconciling balance sheets, monitoring cash flow and ensuring the timely transmission of financial reports to Headquarters (in Washington, D.C)
  • Safeguard checkbooks and assure adequate check supplies on both accounts
  • Assist home office staff, as needed, to assess and verify service providers and grantees financial capabilities to assure adequate accountability as required
  • Manage purchase orders for the procurement of equipment and supplies and/or services, according to requisite specifications for the project
  • Assist in managing field sub-contracts
  • Lead the update and tailoring of the Finance and Operations manual for the Zambia office
  • Manage personnel files and coordinate the implementation and maintenance of a personnel filing system
  • Work with Headquarters Human Resources (HR) to ensure compliance including preparing HR manuals and employment contracts
  • Track staff schedules including, vacation days, and ensure sufficient coverage when needed
  • Assist the Project Director in recruitment operations

Qualifications:

  • Diploma in business administration/Accounts, ACCA/CIMA Part II
  • At least two years of experience in a similar role
  • Computer literate, with working knowledge of accounting packages
  • Team player and able to work independently with minimum supervision

  • Rewts, timely, the cxcurrence of the road traffic accidents in order to ensure that remedial action is promptly taken.
  • Repairs, timely, vehicles in order to make them available use. ns, regularly. allocated vehicles in order to make them pleasant.

How can you make a difference?
Under the supervision of the Contracts Manager, the incumbent will be responsible for the planning, development and execution of procurement strategies for service and goods contracting (including for ICT services, including cloud based services, software, hardware and ICT equipment). The incumbent will further have to support contract management, monitoring suppliers’ performance, worldwide market research and long- term procurement planning in conjunction with the HQ divisions, in order to achieve value the most cost-effective means of procurement. This will be executed through an effective and strategic procurement process in compliance with UNICEFs Financial Rules and Regulations, guided by public procurement principles and pursuing Value for Money for the organization. The incumbent will plan and conduct day to day procurement activities for the NY Headquarters Divisions.
The key functions will involve the following:
  1. Manage the development and coordination of procurement plans and implement strategic procurement decisions and effective vendor relations management, keeping abreast developments in the technology and vendor roadmaps. Undertake market research to develop a pool of healthy vendors and maintain updated vendor list.
  2. Support the Divisions in developing statement of works (SOWs)/ Terms of References (TORs) i.e. review material specifications and service requisitions with the Technical Divisions to ensure completeness and appropriateness. Seek optimal value in service from vendors in consultation with NY Headquarters Division.
  3. Undertake risk assessments where necessary and advices on appropriate risk mitigation strategies/measures to deal with the risks.
  4. Undertake procurement activities of ICT goods and services in compliance with the UNICEF Financial rules and regulations, SD Manual, and all other applicable procurement procedures.
  5. Strategically execute the procurement in a manner appropriate for the particular categories. For ICT this include areas such as Cloud services, subscription solutions, and awareness of how to address cyber security issues, applying best practices.
  6. Issue tender invitations to acceptable suppliers, evaluates offers, clarifies offers and negotiates with suppliers in accordance with UNICEF procedures. Adjudicates offers in coordination with the requisitioning Divisions and technical/ QA entities as applicable. Prepares and defends submissions to CRC, drafts and negotiate contracts including long term agreements. Ensure performance and financial risk evaluation of vendors before recommendation for awards.
  7. Manage and monitor contractual agreements (including Long Term Agreements (LTAs) to ensure supplier compliance to LTA’s and purchase order term and conditions as well as financial limits. Assist NY Headquarters Divisions to reviewing and monitoring performance and return-on-investment metric and initiating contract/LTAs modifications.
  8. In partnership with NY Headquarters Divisions and RO/COs, evaluates suppliers with respect to delivery performance, product acceptability and commercial acceptability.
  9. Support collaboration/partnership initiatives on procurement activities with UN Agencies and other international organizations in areas that will bring value for money to UNICEF.
  10. Participates in procurement workshops and business seminars organized by UNICEF and/or external partners, including presentation of data and representation of SD.

To qualify as a Champion for every Child, you will have…
  1. A completed Advanced university degree (Master’s Degree) in Procurement, Contract/Commercial Law, Business Administration, Economics, Supply Chain Management or related field is required.

Background:
The Office of the United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and coordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State.
While UNHCR’s primary purpose is to safeguard the rights and well being of refugees, our ultimate goal is to help find durable solutions that will allow them to rebuild their lives in dignity. There are three durable solutions pursued by UNHCR for 6.4 million refugees in protracted situations: voluntary repatriation; local integration; or resettlement to a third country. While pursuing durable solutions, UNHCR works to increase the self-reliance and livelihood opportunities of refugees.
UNHCR launched the Global Strategy for Livelihoods 2014-2018 in an effort to inform field operations on how to implement livelihoods programmes and to guide the development of national and local livelihoods strategies. UNHCR issued the Minimum Criteria for Livelihoods Programming in February 2015 to promote market-based and data-driven programming.
UNHCR Livelihoods Unit in Headquarters is providing technical support to field operations to promote and replicate good practices. This entails designing programmes, networking and knowledge sharing between UNHCR operations.
UNHCR Livelihoods Unit in Headquarters is managing a roster of technical consultants to conduct short, medium and long missions to the field. These missions could entail:
  1. Develop a context specific livelihoods strategy;
  2. Assess current livelihoods programmes and develop an improvement plan;
  3. Conduct livelihoods assessments including market assessment, value chain analysis, socioeconomic assessment, etc;
  4. Conduct training on livelihoods programming for UNHCR and partner staff; and/or
  5. Formulate proposals for projects aiming to strengthen and diversify the livelihoods of refugees and host communities.
Required Qualifications:
  1. University Degree in development studies, economics, or relevant field
  2. At least 8 years of experience in the design and implementation of livelihood projects.
  3. Demonstrated expertise in at least one of the following sectors: small and medium enterprise development, income generation, micro-finance, vocational training, employment services, food security including agricultural production, livestock, and/or fisheries
  4. Solid skills in research and analysis, using and presenting quantitative and qualitative data, project and report writing
  5. Demonstrated experience in conducting assessments for planning and/or evaluation purposes and familiarity with assessment and analytical tools (Household Economy approach, Sustainable Livelihoods Framework, market analysis, socioeconomic profiling, etc.)
  6. Broad knowledge of key actors involved in developing policies and programmes related to livelihoods
  7. Strong communication and individual organizational skills
  8. Excellent written and spoken English
