An upsurge of armed clashes that erupted in August 2017 between the Congolese security forces – Forces Armées de la Républic Démocratique du Congo (FARDC) and local militia groups in towns of Pweto, Manono, Mitwaba (Haut Katanga Province) lead to an exodus of refugees into neighboring countries including Zambia. Most people, including women and children who have fled into northern Zambia, have come through the Chiengi border. Those refugee and asylum seekers are currently settled in a temporary transit site in Nchelenge district. The displacement has significantly affected the fleeing populations’ ability to engage in any meaningful livelihoods. Further it has also affected the health and nutrition condition of the fleeing asylum seekers as access to basic services has extremely been hampered.

WFP launched a response emergency operation (IR-EMOP) in the northern part of Zambia (Luapula Pronvince), to address urgent food security and nutrition needs of refugees who are hosted at Kenani Transit Center, but currently being moved to Mantapala Refugee Settlement; both located in Nchelenge District.


To provide specialized support functions and perform standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.


Education: First University Degree or Diploma/Certificate in Purchasing and Supply, Logistics or Operations Management.
Language: Fluency in both oral and written communication in the English language.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. In close coordination with Country office logistics staff, provide operational and logistical support pertaining to food distributions for the refugee programme.
  2. Offer technical advice and support to the head of sub office and programme team on matters of commodity management, transport and warehousing.
  3. With high standard of client service mindset, respond to queries raised by the implementing partner on WFP commodity management, flag any unresolved issues to the Logistics officer in a timely manner.
  4. Liaise with the implementing partner and ensure that WFP food delivery plans are shared with them in good time for effective and timely distribution of food in the refugee camp.
  5. Contribute to budget preparation, monitoring and revision for the refugee programme, ensuring adherence to relevant procedures and in compliance with corporate standards.
  6. Conduct training of the implementing partner staff on WFP corporate standards in warehousing and commodity management.
  7. Facilitate data capturing of WFP food movements into the Logistics Execution Support System (LESS), monitor the validity of stock transfer orders (STOs) issued against the refugee programme.
  8. In close collaboration with programme unit, track and monitor the execution of the FRNs issued against the refugee programme.
  9. Supervise warehouse staff assigned to WFP by the implementing partner and ensure that Commodity management and warehousing practices are done according to WFP’s established guidelines.
  10. Perform any other related duties as required.


  1. Ability to plan, coordinate and manage multiple activities and adjust to changing priorities.
  2. Ability to meet deadlines and ability to cope with mounting work pressure.
  3. Good communication skills;
  4. Excellent written and analytical skills;
  5. Basic knowledge of Supply Chain operations (WFP operations is considered an advantage);
  6. Sound knowledge of Microsoft Windows, MS Excel, MS Word, MS PowerPoint and other related software;
  7. Experience and knowledge of i-tend and LESS application is an asset
